Hometown Internet Helps Rural Minnesota Achieve Its Broadband Goals
Hometown Fiber used precise broadband verification techniques to help St. Croix County attain an accurate understanding of their current broadband landscape, giving community leaders confidence in advancing connectivity initiatives with confidence.
West Central Telephone Association’s Wadena Rural Final – $1,869,058. This last mile project will provide gigabit Internet services to 189 unserved households and 13 unserved community institutions in Wadena Township.
1. Coverage
Hometown Fiber offers a unique approach to broadband infrastructure development. Instead of beginning from preconceived notions, our approach begins with a thorough broadband verification process which provides an in-depth view of current connectivity landscape. From this data, we identify served, underserved and unserved areas within communities to assist planning efforts accordingly.
The City of Hopkins faced several difficulties with its existing technology infrastructure, which comprised multiple incompatible systems and failed to deliver reliable city services. Hometown Fiber’s comprehensive plan was devised to unify city operations with one private fiber optic network providing high quality, dependable services.
To do this, we sent crews driving in white Ford F150 trucks through all areas of the County documenting all technology that exists now – both above ground and underground. This included getting in and out of trucks, walking through ditches, taking pictures of telecom equipment like towers or power grids, walking in ditches or photographing towers/electricity etc – along all roads/streets across all regions within County limits.
Hometown Internet will construct a fiber-to-the-home network to give residents more options when it comes to service providers, thus increasing connectivity and competition within their community. This project is funded with both federal CAF II funding and City of Willmar’s Local Economic Recovery aid. Improved internet access will increase education, healthcare and business development opportunities as well as open up remote work and telecommuting options. Willmar will become one of the first communities in Minnesota to provide open access fiber network service as a result of this innovative initiative, setting an important precedent and serving as an example for other Minnesota municipalities to follow.
2. Speed
Speed of broadband access has an impactful effect on all aspects of daily life. At the Office of Broadband Development, led by Lt. Governor Tina Smith, they are offering the Border-to-Border Broadband Grant program which provides grants for infrastructure projects connecting rural homes, businesses and community anchor institutions in Minnesota towns and counties. A few Minnesota communities and counties are already participating in this initiative.
Willmar, Minnesota is working with local ISPs to install fiber to the premise in parts of its city where current services are either limited or nonexistent, thanks to an allocation from outside economic recovery aid totaling $2 Million that will assist with construction costs.
As part of its grant application, the city requires that all city-owned facilities, such as schools, city hall, water towers, electric lines, meters and other critical infrastructure, connect to its fiber network. This will save residents and business owners money on Internet access costs while making future expansion or upgrades more achievable.

Woodstock Telephone Company’s Pipestone County Wireless project will expand fixed wireless coverage to 135 unserved households and 540 businesses located within rural Pipestone County in Minnesota. As part of a funding partnership between Woodstock Telephone Company and the State of Minnesota, these residents will be upgraded with at least 25 Mbps download and 3 Mbps upload speeds that exceed Minnesota’s 2022 state speed goal.
New Ulm Telecom’s Hanska A&D FTTP project will deliver 1 Gbps down and up bandwidth services for rural households and businesses located near Starbuck Exchange and Lake Minnewaska area of Pope County in Minnesota. In partnership with State and regional development organizations, residents will gain access to high-speed broadband services for home-based business use as well as community activities involving education, health care, energy efficiency, public safety.
4. Scalability
Rural Minnesotans depend on broadband Internet for everyday activities, yet local providers often refuse to invest in infrastructure outside the cities. Thus, many communities are forced to rely on large national providers with subpar customer service and higher rates as their only choice for providing high-speed connectivity for residents.

Hometown Fiber provided not only verification services, but also conceptual designs for each municipality within a county in order to inform decisions regarding broadband infrastructure. With Hometown’s detailed data and comprehensive design services, they were able to identify potential issues ahead of time as well as create cost estimates and detailed plans to upgrade broadband networks throughout their service areas.
Pine County, Minnesota To improve internet services to its communities, Pine County enlisted Hometown Fiber’s services for a comprehensive broadband verification, consulting, and construction administration project. Hometown Fiber identified existing infrastructure such as fiber optic assets as well as pre-engineered costs using per property estimates that consider density, geology, topology and more; additional studies were completed that involved feasibility analyses and economic projections for every city and township within its borders; all this work was accomplished in record time so the County now has all of the information it needs to expand internet offerings to its constituents.
